March 27, 2024 at 3:00PM Bid Documents and bid forms may be obtained at the Department of Public Works, 115 High Point Lane, Vineyard Haven MA, or by emailing Marie Maciel at mmaciel@tisburyma.gov. Bids will be opened in the Tisbury Public Works Department, 115 High Point Lane, Vineyard Haven, MA. Each bid must be accompanied by a bid security of CERTIFIED CHECK, or BID BOND issued by a responsible bank or trust company licensed to do business in the State of Massachusetts in the amount of 5% of the total bid. No bidder may withdraw his bid for a period of thirty (30) days, after the date set for the opening thereof. Attention is directed to the minimum wage rates to be paid as determined by the Department of Labor and Workforce Development under the provisions of Massachusetts General Laws, Chapter 149, Sections 26 to 27D inclusive. The bidding and award of this Contract will be under the provisions of M.G. L. Chapter 30, Section 39M and the provisions of M.G.L. Chapter 30, Section 39S. TISBURY PLANNING BOARD HEARING NOTICE

Pursuant to MGL c. 40A, Section 5, the Tisbury Planning Board will hold a public hearing on Tuesday, April 2nd, 2024 at 5:00PM to receive public comment on the proposed bylaw amendment • Amend TZBL Section 04.02.08 entitled Use of premises or building thereon in connection with one’s trade, by adding the proposed language as shown below: Original: Use of premises or building thereon in connection with one’s trade by a resident carpenter, electrician, painter, plumber, or other artisan, provided that no manufacturing or business requiring substantially continuous employment of more than one (1) person on the premises be carried on. No outside storage of material’s connected with said business shall be permitted in Residential Districts. Proposed: The use of premises or building in connection with one’s trade. It is the intent of this section to allow the residents of the Town of Tisbury to use their premises in connection with one’s trade, subject to the provisions of this section. Provisions • The trade activity is conducted by a permanent resident of the property and no more than one nonresident employee may be employed on the premises. • Outside storage of materials and equipment must be screened from abutting properties and public or private ways. The use of toxic or hazardous materials, or flammable or explosive materials, in excess of normal household quantities, must be contained in compliance with regulatory requirements. • Only two vehicles and one trailer connected with said business, including employee vehicles, are allowed. The trailer must not exceed 20 feet in length. All parked vehicles related to this residence and business, whether overnight or for any period of the day, must remain entirely within the property boundaries. • Activities conducted on site must comply with Tisbury Zoning Bylaw 07.09, Noise Illumination and Oder. Reason: In an effort to maintain residential districts and clarify the number of tradespeople conducting business on a residential property, number of vehicles associated with said business on the property, and to address storage of associated materials and equipment.
